Scout approved paving at St Peter’s Church Rochester

Introduction

Fry Site Services, part of the Fry Group, recently completed a full permeable paving and groundworks package at St Peter’s Church in Rochester. The existing concrete paving slabs had deteriorated over many years of use, creating an uneven and unsafe surface for parishioners and visitors. The church required a complete refurbishment of the paved approach but needed the site to remain fully open throughout the project. This meant careful planning, respectful working practices and clear communication at all times. The end result is a safer, smarter and more durable paved area, delivered ahead of schedule and with an exceptionally happy parish community.

Working within a live church environment

A church is active every day. Services, community groups, pastoral visits, children’s activities and local events continue from morning through to evening, often with no downtime at all. St Peter’s is no exception. Our work therefore had to be carried out while maintaining uninterrupted access for all users, at every stage of the programme.

Before site set up, our supervisors met with the parish team to understand when the busiest periods occurred, which entrances had to remain clear, and how best to coordinate communication as works progressed. We planned the routeing of visitors, prepared safe walking surfaces and ensured that anyone approaching the church would feel confident passing the work area. Clear and thoughtful segregation was put in place, and temporary stone walkways were installed wherever necessary so that the public always had a firm and stable route.

Throughout the project our team monitored these access routes continuously. Any uneven ground created during excavation was immediately addressed. All pedestrian interfaces were kept clean and free of obstructions. The priority was simple: no person visiting the church should feel inconvenienced or at risk at any time.

Careful site set up and safeguarding

Once the planning stage was complete, we established a contained work zone that respected the character of the church grounds. This included fencing, signage and a tidy laydown area. As the church remained open, housekeeping was essential. Materials were stored neatly, plant was positioned safely, and regular checks were carried out to make sure no item strayed into a public route.

The church’s fabric and surroundings were also protected. Sensitive features were shielded where necessary, and the team used hand tools in areas close to the building. Good presentation reflects good practice, and the parish commented early in the programme on how well the site was kept. It created confidence from day one.

Excavation and removal of the existing surface

The first task was to lift the ageing concrete paving slabs. These slabs had become unstable, with several rocking underfoot and creating trip risks. Our team removed them in a controlled and quiet manner, ensuring that work paused during services or other scheduled events.

Below the slabs, the underlying ground was found to be inconsistent and not suitable for reuse. This material was excavated to a sound formation level so the new build up could be installed properly. Excavation was carried out carefully, with constant attention to public safety and to the condition of any nearby structures.

All arising material was removed promptly. Waste handling was coordinated with Recmat, our group waste management partner, who provided responsible and fully compliant muck away services. Importation of Primary Type 3 and sub base construction

With the site excavated and the formation prepared, the team began importing Primary Type 3 stone. This forms the essential sub base that gives the paved surface long term stability. The stone was placed in measured layers, each one compacted thoroughly before the next was added. The accuracy of this work is vital. A well compacted Type 3 sub base ensures an even finish, prevents future settlement and supports the correct performance of the permeable paving.

Levels and falls were checked continuously, and our supervisors verified that all transitions aligned with thresholds and existing features. Achieving the correct levels at this stage determines the quality of the final finish, so great care was taken to ensure the sub base was uniform across the full working area.

Grit blinding and preparation for paving

Once the Type 3 sub base was complete, a grit blinding layer was applied. This fine layer creates a smooth bedding surface for the blocks and removes any minor variations left in the compacted stone. A consistent blinding layer is essential for accurate block laying and helps ensure the surface remains firm once compacted and jointed.

This stage prepared the ground for the paving installation, which required precise setting out and careful placement.

Laying the block paving

Block paving began with setting out the lines and establishing the pattern for the paved area. Each block was placed following these lines, with regular checks carried out to maintain alignment and achieve a clean visual line across the entire surface.

The team worked systematically, laying blocks while keeping the working area clean. Any debris was removed immediately so that nothing interfered with the bedding layer. As the pattern progressed, attention turned to the edges. Cutting in is often the defining part of a professional paving installation. At St Peter’s, every edge block was cut precisely to fit around features such as inspection covers, thresholds and upstands. This created a seamless appearance that reflects high quality workmanship.

Once all blocks were in place, the paved area was compacted using protective mats and then jointed to lock the system securely.

Maintaining access throughout

One of the defining features of this project was the uninterrupted access provided to the public. Even during excavation and muck away operations, visitors could move safely around the church.

This commitment was put to the test when approximately forty Scouts arrived for their Friday meeting just as our grab lorry was removing spoil. Vehicle movements were immediately paused. The team guided the Scouts across a temporary stone path laid for exactly this purpose. One Scout proudly commented that they were used to rough ground, and the group continued through the site without hesitation. This moment demonstrated how well managed access and calm communication can allow even the busiest public groups to pass safely within a live working environment.

Quality control and finishing

When the paving was complete, a thorough inspection was carried out. Levels were checked. Falls were confirmed. Edges were assessed. Any minor adjustments were made immediately before the final clean.

The entire area was swept and finished to a high standard. We then moved into demobilisation, removing all fencing, temporary walkways, plant and materials. The surrounding area was tidied to ensure that the church grounds were left cleaner than when we arrived.

The parish expressed particular appreciation for the standard of housekeeping throughout the works. The final result gives St Peter’s a safe, smart and durable paved approach that reflects the character of the church and the needs of its community.
